Michael R. Rhodes has 22 years of economic development experience in the public and private sectors.

From 1979 to 1988, Mike was a community and economic development consultant for six cities.   As a result of his work, these communities attained more than $20 million in federal and state grants to support downtown revitalization projects and to stimulate economic development.

Mike holds a Masters in Public Affairs from Indiana University (1979) and a Bachelor of Science from Indiana University (1973) where he majored in Economics and Political Science.   He is a member of the Board of Directors of the Indiana Fiscal Policy Institute and serves on its strategic planning and nominating committees.

Jay has over 13 years of economic development experience in state and local government and in the private sector.   Most recently, he served as Manager of Economic Development for the City of Indianapolis, where he administered incentive programs and coordinated business recruitment and retention activities.   During Jay's tenure, Indianapolis enjoyed four record years of private-sector job creation and investment.  

Jay also served as Deputy Director of Development Finance for the Indiana Department of Commerce.   He managed the department's economic development programs and negotiated financial incentive packages for business development projects.   He directed a division that provided more than $100 million in incentives to businesses and communities in support of economic development throughout the state.  

Jay is certified as an Economic Development Finance Professional by the National Development Council and has a Master of Business Administration degree from Indiana University.
